Find out why Weston-super-Mare drains back up in heavy rain, which areas flood first, and what homeowners can actually do about it.
A wet Tuesday in October. The rain's been hammering down since mid-morning and by lunchtime you've got water sitting in your back garden, a gully that's overflowing onto the path, and a drain in the utility room that's gurgling like something's trying to escape. You haven't done anything different. The drains were fine last week. So what's changed?
Nothing has changed, actually. That's the honest answer. Heavy rain doesn't create drainage problems, it exposes them. And in Weston-super-Mare, the geography, the age of the infrastructure and the type of soil combine to make that exposure pretty dramatic.
This post is about why it happens, where it's worst, and what's actually worth your time to do about it.
Surface water and foul water are not the same system (usually)
Before anything else, it's worth separating two types of drainage because people mix them up constantly and it matters.
Foul drainage takes the waste from your toilets, sinks, showers and washing machines. It goes to a sewer, then to a treatment works.
Surface water drainage takes rainwater off roofs, driveways and roads. In newer developments it goes to a separate surface water sewer, a soakaway or a watercourse.
In older parts of Weston, though, that separation doesn't exist. You've got a combined sewer. One pipe takes everything, foul waste and rainwater together. That's fine in dry weather when there's plenty of spare capacity. In a heavy downpour, the same pipe has to handle your toilet flush and the rain coming off every roof in the street at the same time. It can't always cope.
When a combined sewer surcharges, meaning the water level inside rises above the crown of the pipe, the pressure has to go somewhere. It goes back up the lowest connection it can find. That's often a gully in a back yard, a ground-floor toilet, or a manhole in a driveway. The water appearing at your property isn't necessarily coming from your drains. It's the shared sewer pushing back.
That distinction matters because if the problem is a surcharging public sewer, it's a Wessex Water issue, not yours. If the problem is a full soakaway on your own plot, or a partially blocked private drain that simply can't shift the volume fast enough, that's a different conversation.
Why Weston-super-Mare is particularly vulnerable
The topography doesn't help. A significant part of the town sits on or very close to the levels. Uphill, Bleadon and the areas around the River Axe are the obvious examples, but low-lying pockets exist further into town too. Oldmixon, the lower parts of Worle and the flatter stretches off Locking Road all sit at elevations where natural drainage is limited. Water on the surface has nowhere to go quickly under gravity.
The clay soil that dominates much of the ground around Weston makes soakaways largely ineffective. A soakaway works by letting water percolate into the surrounding ground. Clay doesn't percolate. It holds water. If your surface water drainage relies on a soakaway and your soil is clay, it's going to fill up and back up during sustained rain regardless of how well-maintained it is. That's not a blockage, it's a design limitation, and it affects a lot of properties in BS22, BS23 and BS24.
Then there's the age of the infrastructure in older parts of town. The combined sewers under central Weston and the Victorian terraces near the seafront were built for a much smaller population at a time when nobody was modelling for the rainfall events we're now seeing regularly. They weren't oversized for redundancy. They were built to a budget with cast iron and earthenware, and some of that pipe is still in the ground.
The specific spots that go first
I'm not going to claim I have Wessex Water's full hydraulic model in front of me. But from what we see on jobs, certain patterns emerge.
Low-lying roads off the levels. The Bleadon area and Uphill see surface water backing up fast when the River Axe catchment is already wet. Drainage paths are short and the outfall points are under pressure.
Older terraced streets in central Weston. Combined sewers that were already running near capacity. Add a bank holiday storm and the manholes lift.
New-build estates with immature soakaways. Some of the newer developments around West Wick, St Georges and the Locking Castle area have surface water drainage that goes to soakaways in ground that hasn't fully settled. If the soakaway wasn't sized generously, it backs up. I've been to properties in BS24 where the developer's drainage scheme is technically signed off and still floods the garden in a normal wet winter.
Properties with hardstanding. A driveway that was once lawn, now block paving or concrete, means rainwater that used to soak in now runs to a gully instead. If the gully connects to a surface water drain with limited capacity, or worse to the foul sewer via a misconnection, you've increased the load on a pipe that wasn't designed for it.
Worle and Kewstoke on the hillside. Here the problem is sometimes the reverse. Fast-moving surface water running off higher ground overwhelms gullies and road drains before it even reaches a sewer. The gully itself isn't blocked, there's just more water than it can accept at that rate.
What a homeowner can actually control
Here's where I'll be straight with you: some of what causes your property to flood in heavy rain is yours to fix, and some of it isn't.
You can't fix a surcharged public sewer yourself. You can report it to Wessex Water (0345 600 4600) and in persistent cases you can push for an investigation. Wessex Water does have obligations under the Water Industry Act where repeated flooding occurs, and they do carry out sewer improvement works. It takes time and it takes people reporting the problem, not just putting up with it.
What you can control:
- Gully maintenance. A gully pot full of silt, leaves and debris will back up when flow rate increases. It doesn't need to be fully blocked. A half-silted gully in dry weather becomes a problem in a downpour. Clearing them before autumn costs very little. Ignoring them can mean surface water coming over your doorstep.
- Private drain condition. If you've got partial blockages, collapsed sections or root ingress on your own pipework, the system functions just well enough in normal conditions and fails under load. A CCTV survey will show you the actual state of the pipe, not just whether it's running today.
- Soakaway capacity. If your surface water drains to a soakaway, and you've been on the property a few years, the soakaway may have silted up or collapsed. A silted soakaway can't be cleared by jetting; it usually needs replacing. That's a bigger job, but it's diagnosable.
- Misconnections. A previous owner running surface water into the foul drain is more common than people think, particularly in properties where extensions or conservatories were built without proper oversight. If your foul drain is taking surface water as well, it's going to struggle in a storm. A CCTV survey with dye testing can identify this.
- What you're putting down the drain. During heavy rain the system is already at capacity. Grease and fat deposits on the inside of your pipework reduce the internal bore. Under normal flow you'd never notice. When the system is moving a large volume fast, that reduced bore becomes a restriction. Regular high-pressure water jetting keeps it clear.
One thing I'd push back on: the idea that if a drain isn't blocked in dry weather, it's fine. That's not how drainage works under load. A drain can run freely in normal conditions and completely fail to cope when you add storm volume. The test of your drainage is when it's being asked to work hard, not when it's coasting.
The line between your drain and the public sewer
Worth a quick note because there's still confusion about this. Since 2011, most private sewers connecting to the public network transferred to Wessex Water ownership under the Private Sewers Transfer. The boundary is broadly where your private drain connects to the shared sewer. Pipes serving your property alone are generally yours. The shared sections and the public sewer are Wessex Water's responsibility.
If your drain from the house to the highway is fine but you're still getting flooding, the problem may be in the Wessex Water network. Get that confirmed with a CCTV survey of your own pipework first, because if you call Wessex Water and the problem turns out to be on your side of the boundary, they'll tell you to sort it yourself.
What actually helps before the next big rain
If you're reading this because the last storm was unpleasant and you'd rather not repeat it, the practical list is short.
Get your gullies cleared. Either do it yourself with a bucket and some rubber gloves, or have them professionally cleared. We use high-pressure jetting on gullies and manholes, which clears silt that a bucket doesn't touch.
If you've got any sign of recurring backing up, not just in storms but occasionally in normal weather, book a CCTV survey. You'll know exactly what you're dealing with. If there's a structural problem, a collapsed section or significant root intrusion, repairs and relining come with a 20-year guarantee on the remedial work. That's a durable fix, not a temporary one.
If your property has repeatedly flooded and you're on a combined sewer, log it with Wessex Water every time it happens. They track repeat flooding incidents and that record matters when they're prioritising improvement work.
And if you're buying a property in a lower-lying postcode, BS22, BS23 or BS24, in an older part of town or anywhere near the levels, factor drainage into your due diligence. A CCTV survey before exchange is cheap compared to the cost of finding out the hard way.
